Building coastal urban resilience with Blue-Green Insfrastructure (BGI) and nature-based solutions

The Palestinian Authority needs to protect the health of residents in the Gaza Strip and clean up the Wadi Gaza wetland and coastal river area. Polluted and left behind, the important ecological area has become a hazard to the 150,000 local residents and detriment to the natural environment. The situation is still revivable.

In 2019, Hydro Nova was retained by UNDP to develop a master plan to restore the Wadi Gaza and transform it into a place for conservation, recreation and job growth. We used detailed studies, surveying and an innovative blue-green infrastructure solution to design a natural park and greenway that will ultimately reduce pollution, revive ecologies and reconnect the Gaza communities to the river. As a result, over 17 square kilometers of parkland will be created, including 20 km of trails and large open space and water. When completed, the project is expected to save lives and strengthen the local economy.

Pre-development baseline study

We mobilized a comprehensive study to document the current state of Wadi Gaza. The massive undertaking included surveys of the local physical settings, use of land, legal status, biodiversity, ecosystem health, natural and cultural heritage, existing infrastructure, extent of environmental pollution, local economy, water resources and the legal and institutional framework.

Master planning

Our team designed Wadi Gaza Natural Park and Greenway to improve health and revive the wetland environment by creating habitat for the wetland’s rich ecosystem, rebuilding local bird and plant populations, restoring natural functions of the wadi and creating educational, recreational and commercial opportunities for the five local municipalities. Landscape design incorporated urban development plans. To build long-term resilience, we designed flood protection and pollution control measures, including constructed wetlands and smart bio-saline agriculture that would use treated wastewater.

Investment planning

Our investment plan provides for a total CAPEX budget of around US $47 million to carry out a package of projects completed over a five-year timeframe, including works for rehabilitating the Wadi’s ecosystem, construction of park and recreation facilities, solid waste management, institutional and legal arrangements, flood management and protection, and conservation of flora and fauna. Once completed, the total running costs of the Wadi Gaza Natural Park are about US $2.5 million per annum.

Stakeholder outreach and buy-in

We worked with local and international partners to advise stakeholders on complete project implementation, from project financing to construction phasing, monitoring, through to planning operation and maintenance.
